The OBSERVER Educational Foundation, Inc. is an educational institute established to train and develop employable African American journalism students in the field of public policy. It is the mission of the Foundation to prepare young writers to be able to recognize, analyze, interpret, record and otherwise communicate public policy and its unique impact on African American citizens.

The goal of the Foundation is to increase the diversity of journalists in the various arenas of public policy with the design to elevate the awareness, importance and relevance of public issues, policies and programs in the lives of this often underserved segment of our citizenry. It is the feeling of the Foundation that by specifically serving this segment of our population, leading to a better-informed African American populace, all segments of our citizens are better served.
