Judge Morrison C. England, Jr. (E-mail) (Web)

Judge Morrison C. England, Jr. was appointed on August 21, 1997, by Gov. Pete Wilson. Gov. Wilson first appointed Judge England to the Sacramento Municipal Court in 1996.

After graduating from McGeorge School of Law in 1983, Judge England became partner in the law firm of Quattrin, Clemons & England.

Judge England was formerly a football coach at the California State Universities in Fullerton and Sacramento.

Judge Rudolph R. Loncke (Web)

Judge Rudolph R. Loncke was appointed on January 16, 1988, by Gov. Edmund Brown, Jr.; he served as a Presiding Judge of the Municipal Court in 1985 and 1986. During his time on the bench, he was named "Judge of the Year" by the Sacramento County Bar Association in 1991, and won the same award in 1995 from the Sacramento Consumer Attorneys.

Judge Loncke and his family co-author a family literacy cartoon - "Katie's Wee Do Puzzle" - which appears in the Sunday comics section of the Sacramento Bee and other major daily newspapers.

Judge James L. Long (Web)

Judge James L. Long was appointed on February 1, 1982, by Gov. Edmund Brown, Jr.

In 1998, Judge Long received the prestigious "Judge of the Year" award from the Sacramento County Bar Association, and he has been widely recognized for his community service.

Judge Long received his bachelor's degree from San Jose State University in 1960, and subsequently received his Juris Doctor from Howard University School of Law.

Judge Alice A. Lytle (Web)

Judge Alice A. Lytle was appointed on January 2, 1983, by Gov. Edmund Brown, Jr. Since 1992, she has presided over the Juvenile Court in Sacramento.

Judge Lytle remains involved with the Healthy Teen Mothers Program of the Sacramento Juvenile Justice System, which deals with cases of pregnant or parenting teens.

Judge Lytle also established the SacraMentor project, in which a juvenile is assigned a mentor to reduce violence.

Judge Gary E. Ransom (E-mail) (Web)

Judge Gary E. Ransom was appointed to the Municipal by Gov. Edmund G. Brown, Jr. in 1981. He was elected to the Superior Court in 1988 and also appointed to that bench by Gov. George Deukmejian in June 1988.

From 1774 to 1981, Judge Ransom was Assistant Public Defender in Sacramento County, and was its first African American attorney. He has also served as a Field Representative in the New Jersey Division on Civil Rights for one year before entering the Air Force as a Second Lieutenant.


Judge Renard F. Shepard (E-mail) (Web)

Judge Renard F. Shepard was appointed on October 19, 1988, by Gov. George Deukmejian.

Judge Shepard has served as Deputy District Attorney in Sacramento County (1984-88), Private Practitioner (1980-84) and a Deputy District Attorney in Contra Costa County (1978-80). Prior to Law School, he had worked in the Post Office, and was drafted into the Army for two years.

Judge Shepard graduated from UC Berkeley in 1972.
