Appointees By The Governor

Grantland Johnson

Grantland Johnson was appointed Secretary of the California Health and Human Services Agency by Governor Gray Davis in January of 1999. Mr. Johnson is a member of the Governor's Cabinet and serves as his chief advisor on health, social services, and employment policies.

Mr. Johnson manages an agency that has more than 42,000 employees and a total budget of more than $48 billion. The Agency oversees 13 state departments and two boards which are responsible for providing health, social services, mental health, rehabilitation, development services, employment and other critical services to millions of Californians. As Secretary, Mr. Johnson is involved in issues affecting millions of Californians of all ages from health care, to affordable health coverage, to teenage pregnancies, to senior services to employment benefits.

Mr. Johnson came to state service with extensive experience in both local and federal government. In 1993, he was appointed by federal Health and Human Services Secretary Donna Shalala as Regional Director for Region IX of the Department of Health and Human Services. Region IX includes Arizona, California, Hawaii, Nevada, Guam, Micronesia and American Samoa.

Mr. Johnson was elected in 1987 to the Sacramento County Board of the Supervisors and served on that board of seven years until his appointment to Region IX. From 1983-1986, he was a member of the Sacramento City Council.

Mr. Johnson was born in Sacramento. He received his bachelor's degree in government from the California State University at Sacramento in 1974.

Mr. Johnson's many affiliations have included chairmanship of the California State Association of Counties Health and Human Services Policy Committee, member, Center for Integrated Services for Families and Neighborhoods, board member, Congress for new Urbanism; board member. Local Government Commission; fellow, National Academy of Public Administration; and board member, Alliance for Redesigning Government, founded by David Osborne and Ted Gaebler, co-authors of Reinventing Government.

Mr. Johnson and his wife Charlot Bolton have a daughter, Patrice.

Major General Paul D. Monroe, Jr.

General Monroe was appointed as Adjutant General of the State of California Military Department by Governor Gray Davis on April 28, 1999.

As Adjutant General, he leads the largest National Guard force in the United States, authorized more than 18,000 Army and 4,900 Air National Guard members.

General Monroe began his military career on October 14, 1957 upon enlistment in the U.S. Army. He was released from active duty in August of 1960 and enlisted in the California Army National Guard on January 19, 1961. He was accepted to the Infantry Officer Candidate School in February 1962, and was commissioned a Second Lieutenant on May 1, 1962. Following his commissioning, General Monroe was assigned to the 49th Infantry Division, California Army National Guard, as a signal platoon leader.

In July 1965, he was selected as a signal company commander, and in January 1967 was appointed as a signal battalion staff officer. Subsequent to the major reorganization of the reserve components in 1968, General Monroe was assigned to the 49th Infantry Brigade (Separate) and served as the signal officer and assistant operations officer in the 1st Battalion, 159th Infantry. He also held battalion staff assignments in the brigade's support battalion in 1974 the Infantry Brigade was reorganized to the 49th Military Police Brigade.

General Monroe's assignments within the Military Police Brigade included battalion operations officer, battalion executive officer, battalion commander, brigade operations officer, brigade executive officer, and deputy brigade commander. General Monroe held several staff assignments with the Office of the Adjutant General and was appointed to as the Assistant Adjutant General for Plans and Mobilization on 1 April 1994.
